According to the memorandum, government servants are strictly prohibited from participating in any media platforms, including social media, without prior permission from the government. The guidelines specifically bar the sharing of official documents or information, making public statements that could potentially embarrass the government, and expressing views that contradict the ideology or integrity of Pakistan. Furthermore, government employees are cautioned against posting content that may harm national security, offend public order or morality, or incite sectarian sentiments.
The notification outlines that while constructive use of social media—such as engaging with the public for feedback on government policies or improving service delivery—is permitted, all activities must adhere to the highest standards of propriety.
Government servants are advised to refrain from unauthorized disclosures, political discussions, or any content that could be deemed misleading or offensive.
Non-compliance with these guidelines could result in disciplinary actions under the Civil Servants (Efficiency and Discipline) Rules, 2020. Moreover, administrators of group platforms who are also government servants will be held accountable for any violations within their platforms.
All federal and additional secretaries, service or cadre administrators, and chief secretaries are directed to ensure strict implementation of these guidelines in their respective departments.
